Instrumentation & ICSS Site and Pre-Commissioning Engineer - Uganda

On behalf of a major Oil & Gas operator, WRS are seeking an experienced Instrumentation & ICSS Site and Pre-Commissioning Engineer to join a large-scale upstream oil and gas development project in Uganda. The role will be responsible for providing site-based expertise in instrumentation, ICSS, and pre-commissioning activities, ensuring compliance with engineering standards, construction deliverables, and HSE requirements.

Key Responsibilities

• Supervise and monitor instrumentation and ICSS activities during construction and pre-commissioning.
• Ensure AFC (Approved for Construction) documents and standards are correctly implemented on site.
• Support FATs, SATs, loop checks, and troubleshooting of instrumentation and ICSS systems.
• Coordinate vendors and contractors to ensure timely and quality delivery of systems and packages.
• Participate in the preparation and execution of ICSS pre-commissioning and commissioning procedures.
• Support technical reviews, respond to site concessions, and manage red-line mark-ups and as-builts.
• Track construction and pre-commissioning progress, punch list clearance, and commissioning readiness.
• Ensure compliance with HSE requirements and actively contribute to safety initiatives on site.
• Provide technical support to construction and commissioning teams on instrumentation and ICSS matters.
• Report regularly to the ICSS/Instrumentation Lead on progress, risks, and technical issues.

Candidate Profile

• Degree in Engineering or equivalent, specializing in Instrumentation and ICSS.
• Minimum 10 years’ experience in the oil & gas or petrochemical industry.
• Strong background in site and commissioning activities for instrumentation and ICSS.
• Experience working for an Oil & Gas operator
• Familiar with international standards and procedures for instrumentation and control systems.
• Experience with FATs, SATs, ICAPS, and OPERCOM methodologies.
• Proven ability to manage contractors in a challenging site environment.
• Strong knowledge of HSE practices and ability to promote safety culture on site.
• Excellent communication and coordination skills in a multicultural setting.
• Fluent in English, both written and spoken.
