About the job:

This position has primary responsibility for supporting estimating activities and ensuring the Company has timely, accurate cost information and estimates. This includes compiling and analyzing current data on equipment, labor, supplies, and related factors / conditions and applying that information through the estimating department.

Your responsibilities:
  • Provide guidance, direction and assistance for the resolution of estimating problems.
  • Review scope definitions and prepare estimates as required.
  • Follow, comply and direct the department to utilize all company and department procedures, policies and techniques.
  • Review/develop cost estimates in support of Projects and the Business Development Group.
  • Provide key data for metrics and analysis.
  • Participate in proposal meetings and other meetings/committees as appropriate.
  • Develop, organize, maintain and store all estimating material and documentation.
  • Lead in the development of estimating tools to improve the methodology and estimating processes.
  • Contribute to a team environment by accomplishing related results in a cooperative and supportive manner.
  • Work autonomously without direct supervision.
  • Capable of developing all classes of costs estimates from Conceptual to Detailed.
  • Capable of presenting estimates and supporting documents for all types of reviews both internal and external.
  • Performs other duties as assigned.


Your knowledge/skills, education, and experience:

Qualification/ Certification:
  • The skills and abilities of Cost Estimator should have are SAP PM module experience (helpful), ability to trend data, excel experience, and Primavera experience( helpful).
  • Understanding of market trends impacts on estimating to adequately assign escalation factors.
  • Strong analytical skills that will allow proper assessments of projects to identify potential issues. In addition, be able to support the development and recommend solutions via communication and support with Project Management.
  • Knowledge working within Aspentech Capital Cost Estimator (ACCE), K-Base, Icarus, software to develop estimates.
  • Will be required to work independently and with a team in carrying out a project's cost control, scheduling efforts.
  • Minimum of 10-15 years of experience in the chemical or petrochemical industry.
  • Design or construction experience preferred.


Skills Requirement:
  • Development or review of project Basis of Estimate document and the TIC estimates (Phase 0 through 4)
  • Prepares estimates, sometimes aggregates estimates by others and reviews estimates for all project phases with supervision.
  • Assists with program standardization and enhancements.
  • Ensures estimates conform to LYB requirements based on the phase of the project.
  • Contributes data to estimate database and performs unit rate analysis
  • Assists in estimate review sessions
  • Provides estimate data when needed for benchmarking with guidance
  • Participates in cost risk analysis as required to determine contingency
  • Identify cost estimate deliverables
  • Applies escalation in accordance with company guidelines.
  • Understands market impacts on cost estimation; rate fluctuation based on location
  • Site visits to field verify project scope
  • Includes material take offs from engineering deliverables
  • Assists in analysis of estimate variances
  • Produce accurate project estimates on a timely basis
  • Evaluate contractor(s) estimates
  • Recast estimates and estimate validation with supervision.
  • Support other team members in accomplishing team goals involving cost.
  • Attend face to face meetings at the regional site locations.


Communication:
  • Ability to communicate effectively across location, region and corporate to accomplish objectives.
