POSITION TITLE: Senior Engineer - Construction (Scaffolding)

KEY RESPONSIBILITIES: 

  • Lead and carry out supervisory scaffolding work, this includes determining job requirements, planning/ configuring scaffolding, erection of scaffolding of various types, establishing platforms and safety measures and dismantling and removing on completion of job. Supervise the transport, assembly, disassembly and maintenance of the structures. Improve the quality of practice and enable a collaborative environment for integrated working.
  • Lead and supervise scaffolding Construction activities on site, ensuring scaffolding work performance and schedule meets the requirements for a safe scaffolding installation duties within the Gas Industry
  • Ensure that the scaffold material is of an approved type and that contractor scaffolders are experienced and qualified in its use.
  • Ensure that only qualified scaffold personnel modify scaffold structures.
  • Determining job requirements and planning/configuring scaffolding.
  • Erection of scaffolding of various types, establishing platforms and safety measures.
  • Lead and supervise the design and preplanning of the scaffold including weight limitations, scaffold type, fall protection, tie-offs, supports, etc.
  • Supervise and approve the final inspection of the scaffold prior to initial occupation for use
  • Provides technical knowledge, expertise and supervision for erecting, dismantling, of scaffolds
  • In charge to manage, monitor and maintain the scaffolding materials stored on site and ensures that all scaffold materials are in good conditions and free from defects – Replaces the unusable materials
  • Responsible for team compliance with control of work standards and procedures
  • Responsible to raise the required PTW to perform the system checks and audit
  • Strong HSE awareness and responsible for team compliance with Petrofac life-saving rules This includes performing risk assessment and identifying appropriate mitigation strategies to ensure safe operations.
  • Responsible for driving continuous improvement in HSE standards to build a proactive safety culture within the operations and maintenance team.
  • Supervise and assume full responsibility for scaffolding operations on site and act as a representative to update other team members on scaffolding operations
  • Certified and experience to operate in high H2S environment
  • Have a full awareness of the Company Code of Conduct and Business Ethics
  • Interact with Quality Assurance for quality issues; strictly ensure compliance with Company’s ISO Quality procedures.   
  • Coordinate Internal and Client audit requests, facilitate audit procedures of structural engineering systems within the department.
  • Responsible to perform various inspections for the scaffolding, integrity assessment, provide recommendations and troubleshooting
  • Responsible to verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource.
  • Responsible to identify and quantify total number of deliverables, man-hour allocation, time schedules and other requirements for execution of the work
  • Responsible to coordinate with operations, maintenance and planning team to identify project time schedules, establish target completion dates.
  • Capability to control a schedule of diagnostic surveying and performance evaluation by directing on-site investigations
  • Responsible to support to identify irregularities and shortfalls in spares, inventory and tools necessary to ensure continuous and safe operations, take corrective action as required.
  • Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials
  • Responsible to review asset inspection plan and ensure/ determine if inspection schedules are executed to plan. Work with the CMMS Planning Engineer to determine and ensure inspection routines are accurate and justified.
  • Responsible to identify and report any scope of breakdown maintenance work identified during assessment and perform defect analysis to determine scope of repair or corrective actions.
  • Compile / distribute comprehensive reports as necessary.
  • Lead and participate in task based risk assessment.
  • Report and assist in the investigation of accidents and incidents and provide all necessary assistance to investigating officer.
  • Perform in Emergency Response role as defined in Company’s Emergency Response Manual
  • Perform related duties as and when directed by Direct Supervisor.
  • Perform technical and process safety audits. Review maintenance and performance of Safety Critical equipment and systems and advise on improvements or modifications
  • Responsible in maintaining Petrofac HSSE Policies, Life Saving Rules & Standards and perform assigned tasks and duties in accordance with instructions, safety rules/procedures, regulations and codes of practice.

ESSENTIAL QUALIFICATIONS AND SKILLS: 

  • B.Sc/B.Eng or HND in Engineering Discipline or equivalent
  • Minimum of 8 year experience of operation and maintenance experience in gas sector and work in the CIS region.
  • CSCS Experienced operator Advanced Scaffolding certificate.
  • Relevant scaffold professional qualification certificates (like Basic Part1, Basic Part2, Scaffolding inspector,...)
  • Advanced Scaffolder CISRS/CSCS Card
  • Capabilities to design & calculate scaffold following location, loads Specific professional knowledge: CMMS : SAP/R3
  • Advanced scaffolding inspection certification
  • Site work experience in Turkmenistan, is preferred.
  • OPITO Certified H2S training certificate, is preferred.
  • Experience and knowledge of working under IOGP lifesaving rules (this includes, but not limited to: working in confined spaces and working at height)
  • Knowledge and understanding of safe system of work and CMMS work order management process.
  • Experience to work in Gas processing facilities and sites operating with acid gas (high H2S content)
  • Work experience of operating under GOST standards is preferred.
